The operational core is a first-party backend fetched as a binary from a second repository at packaging time, and the bundled engine is a third first-party repository; under ADR 020 the three are one product. The backend's package manifest declares a permissive licence that differs from its licence file. Reviewing this repository alone reviews the shell.
